==Points for Prevention of Infection of Influenza==
In order to protect yourself from influenza

In autumn and winter every year, influenza is sweeping.
In order to prevent influenza epidemics, it is important to prevent the virus from entering your body and not to transmit influenza to others. In order not to spread infection of influenza, take some measures each other “not to suffer from influenza” and “not to transmit influenza to others.”

○ For the purpose of prevention of the virus entering your body, wash your hands efficiently according to the correct
  manner before/after going home and cooking, before eating, etc.
○ Always be careful of health care such as sufficient sleeping and good balanced eating.
○ It is a good effect to get a vaccination, because of reducing possibility of suffering from influenza and severe
 symptoms. Consider the acceptance of the vaccination by consulting with a doctor.
○ In the case of dry air in a room, the defense function of mucous membrane of a throat decreases. Therefore,
  keep the proper temperature.
○ When the influenza sweeps, avoid crowds and bustling streets.

Prevention of Traffic Accidents by Bicycles

When using a bicycle, keep “Five Rules for Safe Bicycles Ride” and ride on a bicycle safety.

1.Bicycles must pass on a roadway in principle, except for on a sidewalk.
“Light vehicles” include bicycles. Therefore, you must ride a bicycle on a roadway in principle, not on a sidewalk.

2.Bicycles must pass through the left side on a roadway.
Bicycles must pass through the central – the left side on a roadway.

3.Priority to pedestrians on a sidewalk, and bicycles must go slowly through the roadway-side.
When going on a sidewalk, you must ride a bicycle slowly. In case of being likely to prevent passing of any pedestrian, you must stop before going.

4.Keep safe rules.
○Prohibition against drunken driving, double riding, translation driving.
○Turn on a light at night.
○Obey the traffic lights, and stop before going and check the safety at an intersection.

5.Wear a helmet.
Wear a helmet when you ride a bicycle.

Hometown Tax for Inzai City

Hometown Tax is a system to make a donation to any city that allows the donor to reduce the amount of residents’ tax/income tax, etc. Inzai City offers special products of Inzai City to persons who donate 10,000 yen or more. Choose one (in the case of donation of less than 30,000 yen) or two (in the case of donation of 30,000 yen or more) from the following special products. Please note that the products will be sent once a year (April – March next year).

In Japan, the owner of a dog is obliged to do something under laws.

Registration and Rabies Vaccine
If you get a dog aged 91 days or more, you must register it once in the dog's life, and also receive rabies vaccine once a year (from April to June). In the time of registration, a dog license will be issued. The registration fee is required (3,000 yen).
In addition, if you want to receive a vaccination record at the counter, bring the certification of receipt of rabies vaccination issued by your veterinary surgeon. The issue fee is required (550 yen).
Put the dog license and the vaccination record to your dog’s collar.

A farmers’ market “Toretate Sanchoku-kan Inzai-ten (farmers’ market for fresh crops)” managed by Nishi-Inba Agricultural Co-operative (JA Nishi-Inba) sells crops, etc. through moving sales. Renewal of the Leaflet
(“How to separate and dispose of Recyclable resources and garbage”)

Inzai City has revised the leaflet, “How to separate and dispose of Recyclable resources and garbage,” regarding the way to separate and dispose of garbage from households.
According to change of the way to dispose of spray cans as of April, etc., the design of the leaflet was completely renewed, and the size was changed from rectangular to oblong one.
At your home, please replace the leaflet for new one and dispose of garbage correctly.
If you cannot get the leaflet because of non-circulation of your community, etc., please receive it at the counter of Inzai City Office, Branch or Community Center (Chuo or Sofuke), or download it on the web site of Inzai City Office.

How to Pay Municipal Taxes and Social Insurance Premiums (Part 3)

With regard to payment of municipal taxes , refer to the following. For more details, please contact the following Division.

(1) How to Pay Social Insurance Premiums
【Latter-Stage Elderly Healthcare Insurance Premiums】
For persons aged more than 75 years old or 65-75 years old with certain disability, if they want to enter the latter-stage elderly healthcare system, it is required to pay the premiums.
If they receive more than 180,000 yen of the national pension during January-December, the payment of the premiums is subject to withholding on the months when they receive the national pension (April, June, August, October, December and February).
For the other persons, a statement of payment will be sent from Inzai City Office in the middle of July every year, so please pay the premiums on the installment (in July, August, September, October, November, December, January and February).

【Long-Term Care Insurance Premiums】
If persons aged more than 65 years old receive more than 180,000 yen of the national pension during January-December, the payment of the long-term care insurance premiums is subject to withholding on the months when they receive the national pension (April, June, August, October, December and February).
For the other persons, a statement of payment will be sent from Inzai City Office in the middle of July every year, so please pay the premiums in a lump sum by the end of July, or on the installment (in July, August, September, November, December and January).

(2) Place of Payment
Please pay the premiums with your statement of payment at Main Office or Branch Offices of Inzai City, or Banks, Japan Post Bank or convenience stores, or through ATM available for “pay-easy” or internet banking (as described in the statement of payment).

(3) Convenient Payment
If you have a bank account, “bank transfer” system (one of payment systems that any bank pays the taxes from your bank account) is convenient.
In this case, you are required to apply for it at the counter of banks, etc. with your bankbook, seal and your statement of payment not later than two months prior to the transfer date.

【National Health Insurance Premiums】
Those who do not enter any employees’ health insurance system must enter the national health insurance system of Inzai City and pay the premiums.
For persons aged 0-74 years, it is required to pay the portion of medical care and health care for latter-stage elderly.
For persons aged 40-64 years, the portion of nursing care is added.
Each householder must pay the premiums as above.
A tax notice will be sent from Inzai City Office in the middle of July every year. Please pay the premiums on the installment (in July, August, September, October, November and December this year, and January and February next year).
If a householder/insured person(s) are 65-74 years old and the householder receives the national pension, the payment of the premiums is subject to the taxes withholding.

(2) Place of Payment
Please pay the premiums with your payment statement at Main Office or Branch Offices of Inzai City, or Banks, Japan Post Bank or convenience stores, or through ATM available for “pay-easy” or internet banking (as described in the tax notice).

[Municipal Taxes]
For salaried employees, the taxes are withheld from the monthly salary. For persons aged 65 years or older receiving the national pension as of April 1, the pension payments are subject to the taxes withholding.
For other persons, a tax notice and a payment statement will be sent from Inzai City Office in June every year. Please pay the annual taxes by the last day of June, or pay them on the installment (in June, August, October and January).

●Be Careful of Waste Collection Pretending to Be Free of Charge!!
The disposal of waste discharged from households can be conducted only by “persons who have authority to conduct the general waste disposal business,” those who are entrusted by Inzai City, except as Inzai City disposes of the waste by itself.
However, it is said that some waste collectors illegally dispose of home appliances (such as TVs) and oversize garbage, etc. without any authority. The waste collected by them is likely to be treated as illegal dumping, because the disposal process cannot be confirmed.
Moreover, there is a case that persons who have an antique dealer’s license advertise “Free of Charge Collection,” “Everything Collection,” etc. for waste such as TVs and washing machines on brochures and on the Internet, even though the disposal takes the recycling fee. Antique dealers are prohibited from collection and disposal of waste.
In some cases, you will be required to dispose of waste. Without being deceived by honeyed words, dispose of waste correctly. For more details about the disposal, please contact the following Division.

● Difference from “Plastic Items” and “Plastic Containers and Packaging”

  ▲ “Pla-mark” indicated on “Plastic Containers and Packaging”
The categories of recyclable garbage include “Plastic Containers and Packaging,” which you must use yellow-colored designated bags in case of disposing of it.
“Plastic Containers and Packaging” means containers and packaging made of plastic, vinyl, etc. on which “Pla-mark” is indicated, including packaging for goods, tubes, trays, and labels and caps removed from plastic PET bottles.
It also includes polystyrene used as packing material, etc.
Please note that you cannot dispose of plastic items as “Plastic Containers and Packaging,” including straws, buckets, toothbrushes and toys, because plastic items are not containers or packaging with “Pla-mark.”
Dispose of them as “Burnable Garbage” by using blue-colored designated bags.

● Fluorescent lights are categorized into “Harmful Garbage.”
There are many types of fluorescent lights such as straight, round and self-ballasted ones. These lights include mercury, categorized into “Harmful Garbage.”
In case of disposal at any garbage collection spot, please put a fluorescent light into an empty box, etc. and dispose of it on the collection date for “Harmful Garbage.” If you do not have any empty box or a fluorescent light is broken, please wrap the light in newspaper, etc. and indicate “Fluorescent Light” on it, and dispose of it putted into a clear plastic bag.
In case of LED light bulbs, incandescent lamps or glow lamps, you must dispose of them as “Non-Burnable Garbage (for a glass bead)” (not as “Harmful Garbage”), because of non-including mercury.

● Recycling paper packs:
The survey shows that the collection rate of used paper packs is only 33.8% (in 2012), reported by Committee for Milk Container Environmental Issues. The materials of paper packs do not include any used papers, which are so good quality that one roll of toilet paper can be produced from six paper packs for one-little container. In order to utilize resources effectively, please separate and dispose of paper packs correctly.
Even though you were obligated to dispose of paper packs with aluminum foil stuck inside as “burnable garbage” before the fiscal 2014, you are permitted to dispose of them as recyclables (“miscellaneous recyclable paper” included in the category “waste paper”) after the fiscal 2015.

● How to dispose of items made of various materials:
Can you separate and dispose of items made of various materials correctly?
After taking the items apart, please dispose of plastics and wood, etc. as “burnable garbage”, and iron and aluminums, etc. as “non-burnable garbage”.
However, if you cannot take them apart easily such as a “toy including metals” or “pan with a handle made of plastics”, please separate and dispose of them according to the most included materials.   Also, “toxic garbage” such as batteries and fluorescent lamps must be removed.

● How to dispose of fire extinguishers:
You cannot dispose of fire extinguishers as “non-burnable garbage” or “oversized garbage”, because the Clean Center does not accept them.

【How to dispose of fire extinguishers】
○ Bring them to “Specified Counter (“Joyful Honda Chiba New Town Store” in Inzai City)” or “Designated
  Acceptance Place (nothing in Inzai City)”.
○ Request “Eco Recycle Center (Call Center for Yu-Pack: Tel 0120-822-306. HP http://www.ferecycle.jp/) ” to
  collect them through“Yu-Pack”system. ○ Some DIY stores or dealers relating to transitional measures on
  disaster prevention device for residence may collect used fire extinguishers for residence subject to purchasing it.
 For more details, please contact them.
※ You can dispose of aerosol fire extinguishers in the same manner
 as general spray cans.
■ Fee: Fire extinguishers with “Recycle Seal” will be collected free of charge by introduction of recycling system
 for fire extinguishers as of January 2010. Therefore, you are required to pay the recycling fee for them without
  the Seal.

●How to dispose of PCs:
You cannot dispose of PCs as “non-burnable garbage” or “oversized garbage”, because the Clean Center does not accept PCs. Please dispose of PCs according to any of the following appropriate methods:

1. Request a manufacturer to handle a PC:
Request a manufacturer or 3R Promotion Center to handle a PC. After accepting an “Eco Yu-Pack Form”, stick the Form on your packed PC, and bring it to the Post Office or apply for the cargo collection service.
If you purchase a PC with Recycle Logo as of October 2003, you are not required to pay the collection/recycling fee. Therefore, PCs without Recycle Logo or made by yourself, etc. will be collected for a charge by 3R Promotion Center.

2. Request the Authorized Operator designated by Inzai City to handle a PC:
Request the “Authorized General Waste Disposal Operator (collection and transportation)” to handle a PC, or carry it to MOTONOKYOUSHIN, Inc. (Tel. 0476-97-1146), known as “Authorized General Waste Disposal Operator (waste treatment)”. For more details about the“Authorized General Waste Disposal Operator (collection and transportation)”, please refer to the web site of Inzai City Office or contact the following Division.

3. Recycling:
Your PC can be purchased by a second-hand goods dealer, etc. Some electronics retail stores may purchase old versions of PCs. For more details, please contact your nearest store.

● How to dispose of four items subject to Home Appliance Recycling Law: Inzai Clean Center cannot dispose of four items (“TV”, “freezer/refrigerator”, “washing machine/cloths-drier”, “air-conditioner”) used by each household. Please dispose of them in any of the following appropriate methods.

【Request a store to handle the home appliance】
In case of replacing any of the home appliances or recognizing a store where you purchased it, please request the store to handle your used appliance. In some cases, some electronics retail stores may handle them for any of the reasons except those mentioned above. For more details, please contact a nearest electronics retail store.

【Carry the home appliance directly to the designated collection site 】
Fill out the transfer form (Home Appliance Recycle Coupon) available at the Post Office, and pay for the recycling fee and carry the home appliance to the designated collection site. How to pay your city tax & insurance tax Part 3

This is a brief explanation about how to pay your insurance tax.

① How to pay
* Latter-stage elderly medical insurance fee
People aged 75 and over must join the latter-stage elderly medical insurance. Also people aged 65 or older and less than 75 with a certain handicap can apply for this medical insurance system. Both of them must pay the latter-stage elderly medical insurance fee.

In principle, people who receive a pension of 180,000 yen or above a year from January to December, the medical insurance fee is deducted from their pension in April, June, August, October,
December and February of the next year.

For all other people, the city government sends a payment statement in the middle of July. Please pay 8 times a year, in July, August, September, October, November, December, and January and February of the next year.

* Nursing care insurance fee
In principle, for people aged 65 or older who receive a pension of 180,000 yen or above a year from January to December, the nursing care insurance fee is deducted from their pension in April, June, August, October, December and February of the next year.

For all other people, the city government sends a payment statement in the middle of July. Please pay for the whole year by July 31, or pay 6 times a year, in July, August, September, November, December and January of the next year.

② Where to pay
Please bring your payment statement to, and pay your tax at, the City Hall, Branch or Local Office of the City Hall, any of the financial institutions written on your payment statement, the Japan Post Bank/Post Office, ATM machine that is dealing with “pay-easy “ , internet banking or convenience store.

③ Easy way to pay
For people who have a bank account, a transfer payment from your account (koza furikae) is very convenient. (The bank pays the tax from your account.)
You can apply for it at the bank counter at least 2 months before the transfer payment. Please take your bankbook, seal (inkan) and your payment statement with you.

① How to pay your National Health Insurance Tax(kokumin kenkou hoken zei)
If you have no company health insurance, you have to join the National Health Insurance of Inzai City and to pay the National Health Insurance Tax.

If you are in between 0 and 74 years old , you have to pay medical insurance tax and latter-stage senior citizens support insurance tax.

If you are from 40 to 64 years of age, you also have to pay nursing care insurance tax.

The insurance tax is to be paid by the head of the household.
In the middle of July, the city government sends a tax notification to the head of the household. (If you are a head of your household,) please pay your insurance tax divided into 8 times in July, August, September, October, November, December and January and February of the next year.
But if both the head of the household and the member of the household who is a member of the National Health Insurance are in between the age of 65 to 74 and the head of the household receives a pension, then the National Health Insurance Tax will be deducted from the pension (and you don’t have to pay as above).

② Where to pay
Please bring your payment statement to, and pay your tax at, the City Hall, Branch or Branch Office of the City Hall, any of the financial institutions written on your Tax Notification, the Japan Post Bank/Post Office or convenience store, or pay it through internet banking or an ATM machine that is dealing with “pay-easy “.

③ Easy way to pay
For people who have a bank account, a transfer payment from your account (kouza furikae) is very convenient. (The bank pays the tax from your account.)

①How to pay
●Municipal・Prefectural Tax, Shi kenmin-zei
For salaried workers, your company is deducting the tax from your monthly wage and paying to the local government.


For senior citizens who are over 65 years old on the first of April and who receive a pension income, the pension insurer is deducting the tax from the pension you receive every time and paying to the local government.
For others, the City Government will send you a tax notification and a payment statement in June. Please pay the whole sum for one year before the end of June, or you can also pay the amount divided in 4 times in June, August, October and January of the following year.

●Fixed Property Tax・City Planning Tax, Koteishisan-zei・Toshikeikaku-zei
The City Government will send you a tax notification and a payment statement in April. Please pay the whole sum for one year before the end of April, or you can also pay the amount divided in 4 times in April, July, December and February of the following year.

In Japan, if you get pregnant, you must notify it to the municipal office of your address, and “Mother and Child Health Handbook, Boshi kenko techo”, will be issued. This handbook aims to record health situations of mother and child.
Also, prenatal and health checkup coupons, Jushinken, for mother and baby are attached to this handbook. Please use the coupons effectively.

●How to notify:The notification form is available at the counters above. Please fill out this form including the names of hospitals (where you are going and will give birth) and the estimated date of childbirth.
●In case of moving-in:The checkup coupons, issued at your previous municipal office, cannot be used after moving-in. Please exchange the coupons immediately at Chuo Health Center (next to the Inzai City Office), Inba Health Center (in Fureai Center Inba) or Motono Helath Center (next to the Motono Branch Office).
